This report examines the collaboration between law enforcement and tech companies in combating online terrorist content. While both sectors recognize the need to work together, challenges exist, including cultural differences and concerns about censorship and accountability. The report, based on interviews with industry professionals, covers four main themes: shared recognition of the threat, the progress made in recent years, ongoing challenges (i.e., delays in addressing requests and design issues in new technologies), and concerns regarding law enforcement referrals related to terrorism. The report seeks to find solutions to improve cooperation while addressing due process and accountability concerns.
