EU Member States convened in Brussels for the first Annual Review Conference under the new Civilian Common Security and Defence Policy (CSDP) Compact, hosted by the EEAS and the Spanish Presidency of the Council of the EU. Discussions centered on enhancing the effectiveness of civilian CSDP missions, emphasizing the importance of providing missions with appropriate capabilities and establishing clear parameters for evaluating their impact on the ground. The evolving geostrategic landscape has increased the demand for civilian CSDP missions in fragile and conflict settings. Two new missions were launched in Armenia and Moldova this year, along with a new EU Security and Defence Initiative for Gulf of Guinea countries. The new Compact, adopted in May 2023, aims to strengthen civilian CSDP in response to the changing security environment, with a focus on flexibility and effectiveness. The EU currently deploys 13 civilian missions globally, working to preserve peace, promote stability, and strengthen rule of law in partner countries. The mandates of these missions are unanimously agreed upon by EU Member States.
