The Sahel region is currently experiencing political and security turmoil, providing an opportunity for the Islamic State to expand its operational reach. The Islamic State in the Sahel (ISS) has strengthened its control over a corridor spanning from Niger to the tri-border area with Burkina Faso and Mali. Recent attacks have resulted in military and civilian casualties, displacing thousands. The ISS appears to govern territories in Niger and Mali, with reports of civilians complying with its demands for survival. Over the past decade, Africa has been a strategic focus for the Islamic State, supporting affiliated groups across the continent.
This study explores the ISS’s operational methods, ideological framework involving children, and its connection with the Islamic State in West Africa Province (ISWAP). Conducted between March and October 2023, the research combines desk-based analysis and interviews with subject matter experts and individuals directly involved, including former child members of ISS. Anonymity is maintained for safety, considering potential reprisals. The study also analyzes propaganda materials disseminated by ISS and ISWAP, shedding light on their recruitment strategies and children’s roles.
