This report, is a follow up on the 2018 evaluation report. It presents the findings of an evaluation of the EU’s external interventions in counter-terrorism (CT), including preventing and countering violent extremism (P/CVE) carried out between 2018 and 2022. The evaluation does not cover the entirety of the EU’s CT interventions, but only those financed by the EU’s external instruments.

The purpose of the evaluation is to assess the relevance, coherence, efficiency and impact of the EU’s interventions in order to determine the extent to which the objectives and desired outcomes of the EU’s CT policy have so far been achieved.
