This toolkit was developed to support the operationalization of the Global Counterterrorism Forum’s (GCTF) 2020 Memorandum on Good Practices on Strengthening National-Local Cooperation in Preventing and Countering Violent Extremism Conducive to Terrorism (further referred to as the Memorandum). It is designed to provide policy makers and practitioners with practical guidance and examples of good practice for enhancing national-local cooperation (NLC) for preventing and countering violent extremism conducive to terrorism (P/CVE).
The toolkit details six pillars that underlie effective NLC and presents good practice and recommendations rooted in real-world examples, drawing from more than 60 case studies from
around the world. It also includes an ‘NLC Implementation Checklist’ and a compendium of resources and publications to further aid implementation.
This toolkit is the product of a comprehensive consultation process involving hundreds of individuals, including national and local policy makers, civil society representatives, academics, multilateral and international organizations, as well as experts and practitioners in a range of practices related to P/CVE.
