Returning foreign fighters from Syria have presented one of the most serious security challenges faced by European countries over the past decade, triggering a major policy response that has largely redefined the contours of counter-terrorism policies in Europe. While European countries are better equipped to manage returnees in 2020 than before, and some good practices have emerged across Europe, there are still some major gaps.
