Since 2012 the European Union, in partnership with the United Nation Office for Drugs and Crime (UNODC), Regional Office for Southeast Asia and the Pacific (ROSEAP) has supported the project entitled “EU-UNODC Joint Initiative to Support SEA counties to Counter-Terrorism”. The project, which came to an end in April 2016, benefited five SEA countries, namely Cambodia, Indonesia, Lao PDR, the Philippines and Viet Nam. The Joint Initiative focused on building national counter-terrorism capabilities at the national level, enhance institutional and technical capacity to prevent and counter the financing of terrorism, and to prevent and counter violent extremism and radicalisation that may lead to terrorism. Throughout the implementation period, the project teamed-up with key international and regional stakeholders in the counter-terrorism domain, such as INTERPOL, the ASEAN Secretariat, the Southeast Asia Regional Centre on Counter Terrorism (SEARCCT) and the Jakarta Centre for Law Enforcement and Cooperation (JCLEC), among others.
High priority was assigned to national ownership and sustainability of activities, through the establishment of multi-agency Project Steering Committees and long-term delivery methodology such as “train the-trainers” courses and the development of training manuals and Standard Operating Procedures (SOPs).
The Final Independent Evaluation concluded that the project was based on a sound needs assessment, having achieved high impact and tangible achievements and results from its work.
